SUMMARY: The Program Director oversees all aspects of the program: clinical programming, facility, budget and expense. The Program Director is responsible for the day-to-day operations and insures that all Agency, Coun! ty, State and Federal policies, procedures and regulations are implemented and monitored for compliance.
RESPONSIBILITIES:
Supervision
Provides clinical supervision to Assistant Directors, Clinical Supervisors, Sr. Counselors, Social Workers, and Vocational Counselors.
Provides operational supervision to Facility Manager.
Oversees Intake Coordinator and provides outreach presentations.
Insures coordination of medical services with RN and LPN and Article 28 medical services.
Orients new employees and insures staff are knowledgeable about Daytop and OASAS policies and procedures.
Audits 10% of clinical charts per week to insure quality and timeliness of documentation.
Hires, fires, and provides corrective actions for staff.
Clinical
With VP of Residential, establishes staffing schedule and clinical curriculum.
Identifies staff needs and provides/coordinates staff educ! ation and training.
Insures fidelity to evidence-base! d practices.
Insures that OASAS required counselor to client ratio is maintained.
Reviews admissions and administrative discharges for appropriateness.
With VP of Residential, sets clinical productivity targets and benchmarks and insures that targets are met.
Carries caseload when required to meet counselor/client ratio.
Assists in observing client self-administration of medication in the absence of nursing staff.
Plans and implements activities and special events for all residents.
Insures compliance with all OASAS regulations.
Operations
Oversees the physical plant and coordinates with Maintenance for proper upkeep.
Oversees the Account Specialist to insure that all residents receive appropriate entitlements and that private insurance is billed and collected in a timely manner.
Generates budgets and monitors expenses.
Reviews and interprets monthly financial stateme! nts and advises on corrective action in response to variances and trends.
Submits financial records and cost reports to authorized government agencies as well as within the agency.
Complete Incident reports, entries into Staff Communication Log and other documents as required.
Provide Monthly Reports, other reports, summaries and documents as required.
Represent Daytop at meetings and speaking engagements, as requested.
Adhere to Daytop's treatment philosophy and mission.
Adhere to Clinical licensure and accreditation standards.
Additional duties as requested by supervisor.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of clinical tasks.
Knowledge of various treatment components (departments) clinically.
Knowledge of Mental Health diagnoses.
Knowledge of the laws regarding personnel and client confidentiality.
Knowledge of Client Rights.
Knowledge of Co! de of Ethics.
Knowledge of OASAS rules and regulations.
Adaptable to change in the work environment.
EDUCATION, CERTIFICATIONS & EXPERIENCE:
Bachelor's Degree required, Master's Degree preferred.
Must be QHP as established by New York State OASAS
3+ years related supervisory experience required.
