STATEWIDE PROCUREMENT ANALYST ASSOCIATE [United States]


 

The Statewide Procurement Analyst will serve the state by developing and implementing sourcing solicitations aligned to SPO strategies for the procurement of goods and services for multiple agencies in Arizona State Service. Strategic contracts assigned to this role typically average up to $3M/yr each and are used by approximately 120 State agencies, boards and commissions as well as more than 550 Arizona cooperative members. The Statewide Procurement Manager assists management by formulating sourcing strategies based on current spending and requirements, supply challenges, and marketplace conditions.

This position will employ sound sourcing and supply chain best practices in performance of the duties assigned and is expected to always follow the AZ Procurement code statutes and policies. Further, the Statewide Procurement Manager is expected to assist other agency contacts in ways compliant with the Procurement code.

Job Duties:
  • Developing specific sourcing strategies along with internal stakeholders
  • Developing contractual terms and conditions; overseeing bid proposals and actively negotiates contractual agreements with suppliers
  • Conducting expenditure analysis, requirement assessments and business case development
  • Serving as primary point of contact between the State and vendors for contractual matters on assigned contracts and projects
  • Conducting supplier performance monitoring/reporting
Knowledge, Skills & Abilities (KSAs):

The successful candidate for this position will possess a general knowledge of state and federal statutes and rules related to government procurement activities and contract administration; supply chain, logistics and resource management. You will also have general knowledge of general accounting practices as they relate to contracts and vendors; sources of supply, local and national markets, and pricing trends. Your excellent problem solving skills will enable you to solve complex issues requiring a broad “big picture” perspective; interpret business issues, recommend solutions and best practices. Your strong skills in negotiation will enable you to effectively negotiate contract terms and conditions to optimize state expenditures and ROI; synthesize, summarize, and analyze a variety of data/sources and formulate workable recommendations.

Selective Preference(s):
  • A Bachelor's Degree in business, public administration, accounting, finance or purchasing.
  • Six months of professional procurement experience negotiating contracts.
