    Summary

    This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS) , Consortium for Quality Improvement and Survey and Certification Operations,(CQISCO) located in New York, NY .

    As a Nurse Consultant, GS-0610-13, you will be conducting onsite surveys to evaluate the performance and effectiveness of health care providers including. but not limited to, hospitals. rural health clinics, nursing homes, intermediate care facilities for individuals with intellectual disabilities, hospices, and end stage renal disease facilities.

    Responsibilities

    • Oversee and/or participates in monitoring, evaluating, directing State Agencies (SA) in the day-to-day administration of the Medicare and Medicaid certification activities and data systems for one or more types of providers.
    • Manage and lead comprehensive studies and projects utilized to evaluate SAs that survey and certify providers.
    • Serve as the main focal point to State Agencies regarding training requirements.
    • Negotiate resolution of complex and sensitive survey and certification issues.
    • Prepare and oversee the development of replies to correspondence and verbal inquiries from a variety of sources, including but not limited to SAs, the public, and congressional delegations.

    Qualifications

    ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

    In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (I) conducting onsite surveys or quality reviews to evaluate the performance and effectiveness of health care providers, or providing consultation to state survey agencies, providers or suppliers of care and services for the elderly, intellectually disabled, or chronically ill to ensure compliance with appropriate healthcare standards and regulations; (2) utilizing statistical or other related data to participate in the evaluation of State survey agency, health care providers or suppliers; AND (3) collaborating with Federal, State, or local agencies to help ensure allegations of substandard care are identified and investigated.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

    Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.

    Graduate-level education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled.

    License/Registration Requirement: In addition to meeting the qualification requirements, all candidates must possess the following license/registration: License/Registration: Applicants must have active, current license/registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 month s of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
